Funny story - it is actually supposed to be gray with gold wheels. The games have the car's official color for Bunta's WRX as a metallic gray.

Probably that and because not many cars in the series are blue but a fair number are already either gray/black/white or a muted shade of a color. I think that WRX debuted in the same episode as the gray S15. IMO, it would've made for a better episode for the trio to be chased by a gray car similar to what takumi faced only to realize at the bottom it was an S15 and not the WRX coupe.
